Free themes are only available on WordPress.org
It is a fact. Today, there are over 1,600 themes in the WordPress.org directory and, to be honest, getting there is not that easy. The difficulty is that a team of professionals checks themes for compliance with standards: security, cross-browser compatibility, compliance with the GPL license, and so on. If the author fails to pass this test, he will most likely publish his topic on his blog or on another third-party resource. These types of topics can compromise the security of your site, so we advise you to avoid them.

These exchanges are somewhat similar to WordPress.org, but they are somewhat easier to get into than the free directory, since their quality control is less strict than WordPress.org.

There is no doubt about the popularity of WordPress. If the hands grow from a normal place, then you can install them normally and find the desired design that suits you.
Of course, given that most WordPress themes are made in English, normal Russian (Russified) designs or templates can be difficult to find. They are either poor, or not fully translated, or simply fit crookedly on your website/blog.
Without going too much into the technical details of installing Russian WordPress themes, I have compiled a list of sites from which you can download these Russified themes. There are both old and new, paid and free (most).
