How to register

The first step is registration in a single information system. It takes place electronically. The procedure is contained in Decree of the Government of the Russian Federation dated December 30, 2018 No. 1752. A legal entity will require the following information and documents:

  • Name;
  • reason code for registration with the Federal Tax Service;
  • registration number of a legal entity;
  • address;
  • activity code;
  • belonging to the SMP or SONCO;
  • Full name of the manager and his passport details;
  • Website address;
  • contacts;
  • copies of constituent documents;
  • decision on consent to major transactions;
  • extract from the Unified State Register of Legal Entities.

For IP you will need:

  • residence address;
  • E-mail address;
  • contacts;
  • passport details;
  • OGRNIP;
  • date of registration as an individual entrepreneur;
  • belonging to the SMP indicating the category;
  • copy of the passport;
  • extract from the Unified State Register of Individual Entrepreneurs.

You need to register through the “Personal Account of the Procurement Participant”; in order to log into it, you will need an electronic signature. Procurement participants are included in the register. The Federal Treasury is responsible for this. Registration is given for 3 years.

You cannot work for AST GOZ without accreditation. Please note: if a participant will participate in procurement with state secrets, he must have a license. Until the end of 2019, you can independently accredit yourself to the ETP by submitting documents. Since 2020, the site operator issues accreditation only on the basis of an application, provided that the participant is in the unified register of procurement participants.

Eight questions about work electronic platform for the supplier

Since 2019, the rules for the work of suppliers on electronic platforms have changed. All procurement methods under Law No. 44-FZ have become electronic, so both the functionality of the platforms and the actions of procurement participants on the sites have changed. There are now eight selected sites for government procurement and the rules for working on them are the same, despite some differences in regulations. Connection cost

Registration on the AST GOZ trading platform is free for both customers and suppliers. However, access to procurement is impossible without purchasing ViPNet software; you will have to pay about 10 thousand rubles for it.

Regulations

The operating regulations can be found in the “Documents” section. There are rules for working in the system, instructions, document templates, and workplace requirements.

The user manual describes the procedure for connecting to the AST GOZ.   • tools for creating and viewing documents - Microsoft Office, LibreOffice, WordPad, Adobe Acrobat Reader;
  • file compression (packaging) tools - RAR, ZIP, WINZIP, 7ZIP.

To conduct a procurement with state secrets, enter the information into the plan and schedule and obtain approval from the FAS. Choose a supplier using closed methods. Maintain secrecy at all stages and do not publish information in the Unified Information System. How to work

Customers send invitations to participants to a closed procedure. How does this happen? The customer requests from the ETP operator information from the register that meets the criteria. The request must indicate the requirements for participants, including availability necessary permits. AST GOZ responds to requests within an hour and provides data. Next, the customer generates a list of potential participants in the procedure, transfers them to the site operator, who, in turn, sends them invitations.

If special permits and admissions are not required to participate in the procurement, a list of potential participants is not compiled. The customer simply sends invitations to the AST GOZ operator and asks them to send closed electronic procedures to accredited participants.

If necessary, a notice is placed in the EIS. This must be done 1 business day before the date of sending the invitation to the operator of a specialized electronic platform.

Invitations are not sent to participants who:

  • no accreditation;
  • there is no entry in the register of participants in closed procedures;
  • 3 months or less left until the end of accreditation;
  • there is no license with the required degree of secrecy.

Documentation about the procedure is attached to the invitations. If a notice is posted, any participant who has read it has the right to request documentation from the AST GOZ operator. The request is processed within an hour. Only those participants who have received documentation can apply for the procedure. The application is submitted to the ETP operator, it is processed within an hour and a notification is sent to the participant. An application may not be accepted if:

  • safety requirements are violated;
  • 2 or more applications were submitted by one participant;
  • the deadline for submitting applications has been missed;
  • there are less than 3 months left until the end of the participant’s accreditation;
  • the participant is on the register of unscrupulous suppliers.

What is AST GOZ?

What is AST GOZ?

AST GOZ is a specialized electronic platform for procurement in the field of state defense procurement and closed tenders.

How long does it take to get accredited for AST GOZ?

Here it is important to understand how experienced the user who is undergoing accreditation is.

I can only say about the time frame within which we register our clients. Even a month may not be enough for a not-so-sophisticated bidder to cope with the AST of the State Defense Order.

So, our time frame for completing all stages varies from 5 to 15 working days. Timeliness is most affected by efficiency feedback directly from the bidder: how he can quickly and competently prepare documents both for accreditation and for gaining access. The site’s deadlines are regulated, but as a rule the site not only complies with them, but also exceeds them.

For what reason can they refuse an accreditation for the AST State Defense Order?

The reason is the same as on other sites: poorly scanned documents, or documents that have lost their validity. It should be noted that when errors are corrected, the site allows the client to work again.

According to Kommersant, the largest state-owned companies intend to seek clarification from the government regarding the White House directives on anti-sanctions measures and the transfer of their competitive procurement to the “automated system of bidding for state defense orders” (AST GOZ), the same name as the electronic trading platform (ETP) of Sberbank. State-owned companies doubt its feasibility. Participants in the government procurement market do not understand which procurement procedures are limited by the new order and oppose the monopolization of “secret” procurement.


Questions from state-owned companies and ETP operators, where legal entities with state participation place purchases within the framework of Law 223-FZ, were raised by a directive approved by First Deputy Prime Minister Igor Shuvalov on November 24 (see Kommersant on December 8). The document refers to the list of state-owned joint-stock companies approved by government decree No. 91-r dated January 23, 2003 (it includes Gazprom, Rosneft, Russian Railways, Rosseti, Rostelecom, etc.). However, in the annex to the directive (or its draft), which was at the disposal of Kommersant, a different list of 126 companies is indicated - of which only four are included in the 91-r list. Presumably, “list 126” is a list of legal entities whose transactions with state-owned companies should be anonymized, but there is no mechanism for calculating such transactions.

According to market participants, the instructions themselves are even more vaguely formulated. State Autonomous Okrug (from the list of order No. 91-r) must approve the possibility of non-disclosure of information about individual transactions within the framework of Federal Law-223 (counterparties will participate in them under numbers) and transfer all “competitive purchases” to the “automated state defense order bidding system.” This name coincides with the name of the Sberbank site - Automated System of State Defense Order Bidding LLC (AST GOZ), but the legal entity itself is not specified in the directive. Whether the order means that all currently open procurements should now be carried out in closed procedures, and whether sites selected by customers have the right to place them, remains unclear either to the customers themselves or to the ETP operators. The directive also does not contain any deadlines for its implementation by the boards of directors of state-owned joint stock companies. The amendments to the legislation adopted on December 6 by the State Duma in the first reading, regulating closed procurement in cases approved by federal law or the government, do not add clarity - they must take place on a special ETP, for the selection of which special requirements must be approved, but the law has yet to be adopted.

According to Kommersant, state-owned companies have already tried to unofficially obtain clarification of the directive from the FAS and the Ministry of Finance, but have not received a response. Therefore, they intend to jointly appeal to the government, including with a proposal to enable all ETPs to provide state-owned companies with services similar to the state defense procurement platform. The sites can be rebuilt in a month, their managers say.

Kommersant’s sources fear that the requirements will be developed to monopolize the market for the AST GOZ, noting that the head of Sberbank German Gref had previously proposed monopolizing this infrastructure.

At the same time, AST GOZ, according to them, has no trading experience - it works with a narrow circle of suppliers for the GOZ. Monopolization will not only lead to the liquidation of the ETP market (more than a hundred sites, purchases by state companies are estimated at 26 trillion rubles per year), but will also deprive customers of the choice of auction organizer.

AST GOZ and its founder Sberbank-AST do not comment on the directive. Executive Director of the ETPRF platform (serves Rostec, Transneft and Rosselkhozbank) Alexander Geller notes that there is no act that would interpret what an “automated bidding system for state defense procurement” is, and the AST GOZ platform is not integrated with the Unified Information System for procurement, where it is necessary to publish at least notices about them. In addition, when switching to it, about 200 thousand suppliers will be forced to buy software Russian company"Infotex" (it operates the State Defense Committee), having spent about 2 billion rubles. The head of the Gazprombank site, Mikhail Konstantinov, confirmed to Kommersant that the existing ETPs can ensure the information security of customers, and to close information about purchases, it is enough not to publish the winner and the amount. The head of ETP Fabrikant, Sergei Gabestro, is also against the monopoly. “Competition encourages ETPs to develop new services, invest in the creation of new software products and improve the quality of services,” he says.

Distinctive feature will be the interaction of the electronic platform with the secure telecommunications infrastructure of the State Automated Order of the State Defense Order, within the framework of which the AST of the State Defense Order will serve as a source of information for the information and analytical system for comparing prices for similar goods in the civil sphere and state defense order.

What kind of platform is this

Once the electronic signature is received, it can be verified by home page AST GOZ in the section “Checking electronic signature”.

Step 2. In addition to installation, you need to match the technical parameters of your working PC. To operate any purchasing system, you must install the CryptoPro software.

Now we move on to direct user accreditation on the procurement resource in the field of state defense procurement.

The cost of connecting to AST GOZ has not been established; legal entities can connect to the system for free. But you will have to spend money, since a mandatory condition for accreditation on the portal is the installation of ViPNet software. And the cost of this software starts from 10,000 rubles.

Step 3. Connect ViPNet for AST GOZ.

Software guarantees information security and cryptographic protection when working with procurement resources for state defense orders. This software must be obtained from the GOZ site itself. To do this, go to the official website of the portal and select the “Connection request” section in the user menu. In the form that opens, find the previously installed and verified electronic signature certificate, and then click “Continue.”

Next, the “Connection Request” registration form will open. Almost all fields will be automatically filled in according to the certificate information. The user must enter the missing data and contacts, and indicate the number of ViPNet Client software packages.

When everything is ready, you need to sign the form electronic signature and send it to the AST operator for review.

Processing of the request does not exceed three business days, after which the organization receives an invoice for payment for a certain number of software sets and keys.

If the user receives a connection refusal from the operator, most likely an error was made in filling out the form. The reason will be described in detail in the response notification from the site under the State Defense Order.

If the initial request is rejected, then new request taking into account comments from the operator.

If the request is accepted, the organization must pay the invoice. You will find it either in your inbox personal account, or in the “Request Register” tab.

After receiving payment, the operator of the automated system creates a package - software sets and keys - and transfers them to the user. This usually takes two to four weeks.

Step 4. Install the received software and ViPNet Client key distribution kits.

On the transferred media we find the file Client_RUS_xxxx.exe and run it. The user confirms his acceptance of the licensed installation and configures the installation method.

The procedure for installing the software and distribution is as follows.

Carry out the installation process itself in strict accordance with the instructions developed by AST GOZ specialists.

Step 5. The most important point of the instructions is the preparation of a package of documents for the AST GOZ operator. Documents are sent to provide access to the automated system for procurement in the field of state defense procurement.

After installing software packages and key distribution kits, the user generates a certain package of documents to send to the AST operator for the purpose of further connecting access via CIPF (secure communication channels). It includes:

  • payment documents and registers confirming receipt of software sets and keys - copies of AST GOZ;
  • local acts regulating the use of CIPF in an organization;
  • cryptographic information log book;
  • certificate of installation of CIPF.

Download all standard forms on the official website of the site by selecting the “Home” section in the menu, then “Documentation” and “Instructions”.

The specialist fills out the submission form and attaches necessary files, signs and sends it to the operator for review.

Step 6. Connect to a secure network.

To do this you need:

  1. Launch ViPNet Monitor.
  2. In the “Name” field, select a user, and in the “Password” field, enter the password that you will find on the disk with the keys. When everything is ready, click on “OK”.
  3. Once you are connected to a secure network, launch your browser. Recommended - Mozilla Firefox. Other browsers may not work correctly.
  4. Open the AST GOZ website: 44.astgoz.ru - for trading under 44-FZ or vpn.astgoz.ru - for trading under 223-FZ.

Step 7. We pass accreditation for AST GOZ.

After completing the registration procedure, the organization can proceed to trading.
